This reference guide was created by community archivist, June Chow, in 2023 to assist users in navigating this series.

About the records

Government authorities completed C.I. 44 forms to carry out Section 18 of the Chinese Immigration Act of 1923, commonly known as the Chinese Exclusion Act. Section 18 required every person of Chinese origin or descent in Canada to register within twelve months of the Act coming into force on Canada Day (then known as Dominion Day) on July 1st, 1923.

The majority of these records held by Library and Archives Canada were created within this period ending June 30, 1924. However, there are forms completed up to the Act’s repeal in 1947. These forms are for individuals who were absent from Canada and registered upon their return.

Those conducting family genealogy may find this collection helpful if

  • Their ancestor was Chinese (immigrant or native-born); AND
  • They were living in Canada in 1923/1924, OR
  • They were living abroad in 1923/1924 and legally returned to Canada before 1947.

Each C.I. 44 form includes a photograph of the registered individual and the following information of  their name, alias, address, occupation, age, gender, marital status, name and address of a spouse in Canada, names and addresses of children in Canada, birthplace, port of entry, ship, date of arrival, amount paid for the head tax, C.I. 5, C.I. 28, C.I. 30, or C.I. 36 certificate number, height, facial and physical features, and any remarks or case file number on the individual. The forms of native-born Chinese individuals often record their birthdate, details of birth registration, and names of parents as remarks.
 

About the reels

The C.I. 44 records consist of 29 digitized microfilm reels. Reels T-16164 to T-16184 are of the C.I. 44 forms. They are organized chronologically by date of registration and are numbered serially.

Reels T-16156 to T-16163 are of corresponding index cards used to search an individual by name. The C.I. 44 number from an index card is used to retrieve the individual’s form from the form reels. The index cards are organized by rough alphabetical order. Names of immigrants are organized by last name; native-born Chinese individuals with English names may be organized by first name.

If a C.I. 44 number is known from the registration stamp on the back of a C.I. 5, C.I. 28, C.I. 30 or C.I. 36 certificate, the form reels can be searched directly. For native-born Chinese individuals, the C.I. 44 number is the same as the C.I. 45 certificate number
